Rebecca Brown is a principal in Bracewell’s Policy Resolution Group, where she advises energy, manufacturing and industrial companies on strategic communications, executive positioning, and public affairs. With more than 15 years of experience spanning government and the private sector, she helps clients navigate complex policy, regulatory and reputational issues at the intersection of business, politics and the energy transition.
Rebecca develops integrated communications strategies that align corporate objectives with stakeholder engagement, media relations, thought leadership and advocacy campaigns. She has extensive experience supporting clients across the energy value chain, including hydrogen, industrial gases, carbon capture, nuclear energy, LNG, advanced manufacturing, semiconductors and emerging technologies. Her work includes executive positioning, message development, crisis and issues management, policy communications, and campaign strategy for U.S. and international companies and trade associations.
Prior to joining Bracewell, Rebecca served as deputy director of communications at the U.S. Department of Energy during the first Trump administration, where she led communications strategy for department leadership on national energy policy, nuclear security, artificial intelligence and other strategic initiatives.
Earlier in her career, Rebecca advised clients on the energy and public affairs teams at two global communications firms, where she supported strategic campaigns for companies navigating regulatory, policy and market challenges across the energy sector.
