Last week saw little public progress advancing the reconciliation package, but a window of opportunity appears to be opening as reports have emerged that Senator Joe Manchin (D-WV) has been engaged in discussions to revise critical clean energy provisions. With congressional Democrats pointing to the necessity of clean energy investments to address rising oil prices, dependence on foreign fossil fuels, and climate change, momentum may be gathering to push ahead on a climate package in the next weeks or months. It is unclear the extent to which the revived legislation will depart from the House's $550 climate package in the Build Back Better Act, but Senator Manchin appears open to including significant investments so long as they embrace an “all of the above” energy portfolio and are paired with measures to reduce the budget deficit. Please find below the latest edition of the Policy Resolution Group’s FY2022 Budget Reconciliation & Infrastructure Update.
