FY2022 Budget Reconciliation & Infrastructure
The fate of a revived partisan reconciliation package remains up in the air after another week of continuing negotiations among Democratic leadership and Senator Joe Manchin (D-WV). Sen. Manchin met with Senate Majority Chuck Schumer (D-NY), who came out of the meeting saying, “we're continuing to have very good and productive discussions, but there are still some issues that have to be resolved.” Some of the most notable issues include Sen. Manchin's objections to direct payment of clean energy tax credits as well as a hasty transition to electric vehicles, something he said “I'm going to do everything I can to stop it. Because I think it's stupid.” The other major factor, of course, remains Senator Kyrsten Sinema (D-AZ) who has yet to participate in renewed reconciliation discussions but will likely seek alterations to various tax titles, potentially complicating goals of having the final legislation reduce the deficit and combat inflation. With a fast-approaching July 4 recess and midterm campaign season alongside competing legislative priorities (such as bipartisan gun control and China competitiveness legislation), Democratic leadership will need to reach a reconciliation compromise in the near future to pass a bill before the September 30 procedural deadline.
