The rush to craft the next phase of the legislative response to COVID 19 has commenced. At long last, Senate Republicans yesterday released their suite of proposals for the fourth phase of COVID-19 stimulus, entitled the HEALS Act (Health, Education, Economic Assistance, Liability, and Schools). Intra-party and inter-branch squabbles had delayed the planned rollout last week.
