Friends,

I hope you enjoyed the Thanksgiving holiday weekend.  Besides the pasting the central part of the country took from snow (highlighted by the Saturday Night Iowa St-Kansas St football game) the travel schedule seemed pretty good.  Speaking of football, I have to say the Michigan-Ohio State game lived up to the hype.  While you all know the Charity work I do at Ohio State, remember, I am from Michigan so it was great to see Big Blue roll to a third-straight victory in the classic rivalry. Hail!!

Congress returns this week to push toward the latest budget challenges.  January 15th is just around the corner given the holidays.  Don’t expect much progress this week as Congress gets back from a deep-breathe over Thanksgiving. There is a lot of work to do on the budget funding battles and the FAA and Defense reauthorization bills both always keep coming up as well. The House will also vote this week on legislation to freeze Iranian oil revenue.

I (along with many others) head to Dubai over the weekend so next week I will be reporting from COP28!!!!  I will be hanging with the US Chamber and the Business Council for Sustainable Energy (and several others).  In addition to COP activities (and it will be very busy), we are closely watching the EPA methane rule timing and EPA’s NAAQS/PM rule. As well, we are also tracking the IRS guidance issues that are outstanding (SAF, Hydrogen, others) and supposedly to be finalized by year’s end (some experts still remain skeptical).  Let me know what you are hearing and certainly tell me if you will be in Dubai. 

Several hearings this week in Congress starting tomorrow with a Homeland Security field hearing in New Orleans featuring FEMA, SBA and Louisiana’s Emergency management director. On Wednesday, there is a hearing at House Energy on clean energy leadership (a House Resources hearing on offshore wind policy was POSTPONED). And Thursday, there are hearings in Senate Energy on nuclear commercialization and House Science and House Oversight on the US critical mineral supply chains. Finally, OPEC meets on Thursday after delaying their meeting from yesterday which analysts suggest may mean they are struggling to get everyone on board for additional production cuts.

Other interesting events Include a Wilson Center event with International Seabed Authority (ISA) Secretary-General Michael Lodge tomorrow on deep sea mineral rules. On Wednesday, RFF’s Richard Newell will sit down with former EVGo CEO and former DOE EERE Asst Sect. Cathy Zoi. ConservAmerica holds a webinar Thursday on decarbonizing the freight transportation sector.

Finally, Congrats to our friend Greg Wetstone, who closes out his time at ACORE today. Tomorrow, Ray Long, formerly of Clearway Energy, will step in as President/CEO. You’ll still be able to catch Greg at ACORE’s holiday reception on December 6th at the Crimson Whiskey Bar.

UN Official Highlights Gates Challenge, Opportunities – In an opinion piece in Fortune, UN Environmental Program’s head of the climate mitigation unit Gabriel Labbate writes Bill Gates made waves with his statements on climate change and he is right: we need to focus on the tools we have available. However, Labbate says there is a need to simultaneously fund ecosystem conservation and restoration as well. There is a global consensus that we need the energy, transportation, construction, and other sectors to increase decarbonization efforts, while simultaneously increasing funding and incentives for ecosystem conservation and restoration. We need an everything-all-at-once approach. There are many things that must happen to reduce emissions–but we have the tools and solutions. We need to use them all–if we want to stand a chance of reaching our climate goals.

Miller: Hydrogen Tax Credit Must Be Flexible – In an opinion blog in The Hill, West Virginia Rep. Carol Miller writes any Administration effort to limit access to hydrogen tax credits will hurt energy production. Unfortunately, in the case of the 45V tax credit, the Biden administration is doing what it does best — completely ignoring congressional intent to push an unworkable Green New Deal agenda. Treasury Secretary Janet Yellen would rather give away American energy jobs than stand up to climate activists who have no sense of real-world economics. It will result in economic disaster for our energy communities and make the nation’s electric grid even less reliable.

 

FUN FACTS

Renewable Expansions Already In Motion:  Renewables capacity has already tripled since 2010.  Two new analyses from Bloomberg NEF and Ember find tripling global renewables capacity by 2030 is possible with stronger investment and policy support.

 

IN THE NEWS

DOE Uses DPA for Heat Pumps – The DOE announced $169 million for nine electric heat pump manufacturing projects in 15 sites across the country — marking the first awards from DOE’s authorization to utilize the Defense Production Act to increase domestic production of clean energy technologies. While manufacturers are ready to go, many still have concerns about limiting consumers options, who are often very finicky.  AGA on the other hand expressed deep disappointment over the rule on an energy security priority basis.   CEO Karen Harbert says “increased use of natural gas has been responsible for 60% of the electrical grid’s CO2 emissions reductions. This vital tool for emissions reductions and energy system resilience should not be unfairly undermined through misuse of the Defense Production Act.”

Interior Approve NY Wind Project – The Interior Department last week released the record of decision for the Equinor and BP project comprising two offshore wind facilities, known as Empire Wind 1 and Empire Wind 2, and located off the coasts of Long Island, N.Y., and Long Branch, N.J. The record of decision approves the construction of 147 wind turbines within the lease area with a total capacity of 2,076 megawatts — enough power for more than 700,000 homes each year. Equinor’s Molly Morris said:

“The federal Record of Decision is a significant milestone in advancing Equinor and bp’s Empire Wind project to help deliver on state and federal climate ambitions. Empire Wind is a defining project for New York and we continue our work to connect with communities and realize the project’s potential of providing reliable renewable power, creating jobs and spurring economic development. We thank the Biden-Harris Administration for continuing to move these important projects forward and for sending a clear signal that offshore wind will play an important role in America’s energy transition.”

Small Refiners Win On Exemptions – The US Court of Appeals for the 5th Circuit overturned the EPA's decision to deny almost all requests for small-refinery waivers from the Renewable Fuel Standard. The court deemed the agency's rejection "impermissibly retroactive; contrary to law; and counter to the record evidence. LeAnn Johnson Koch, counsel to the Small Refineries Coalition, called the ruling a “victory” for refiners that confirms what they’ve argued all along. “We are thankful the court listened to small refineries and understands that the RIN market does not function as EPA claims.”

AHRI Announces Award Winners, New Board Leadership – At its 2023 Leadership Forum in Miami, the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) recognized several HVACR industry leaders for their contributions to the HVACR and water heating industry. Awards were given in three categories: the Richard C. Schulze Award, which recognizes the industry-wide achievements of individuals also pursuing AHRI goals; the AHRI Public Service Award, for deserving individuals or organizations making a significant contribution to the HVACR industry and in furthering AHRI goals; and the AHRI Distinguished Service Award, the association’s highest honor, recognizing industry leaders who have made considerable contributions throughout their careers.

House Committee Holds Field Hearing on Emergency Management – Tomorrow at 9:00 a.m., the House Homeland Security Emergency Management and Technology Subcommittee holds a field hearing at Southern University in New Orleans on emergency preparedness.  The hearing will focus on examining Federal, State and local coordination in Coastal Communities. Forum Looks at Transportation Innovations – The Institute for Electric Innovation holds its 13th annual Powering the People event tomorrow from 12:00 p.m. to 6:00 p.m. in Washington D.C. Energy to Discuss Clean Fuels – DOE holds an informational webinar tomorrow at 4:00 p.m. on the Clean Fuels & Products Shot™ which focuses on alternate sources for carbon-based products.  The webinar will focus on the recently launched Clean Fuels & Products Shot™, including an update on the initiative’s goals, recent activities, and next steps. The 7th initiative in the DOE’s Energy Earthshots portfolio, the Clean Fuels & Products Shot™ focuses on decarbonizing the fuel and chemical industry through alternative sources of carbon to advance cost-effective technologies with a minimum of 85% lower greenhouse gas emissions by 2035. During the webinar, speakers will provide information on how this initiative aligns with DOE’s broader Energy Earthshots™ portfolio, as well as goals, research and development focus areas, and potential impacts. Homeland Security to Look at Arctic – The House Homeland Security Committee holds a hearing on Wednesday at 10:00 a.m. on the homeland security impacts of a good U.S. Arctic strategy.

House Energy Tackles Clean Energy Leadership – On Wednesday at 10:00 a.m., the House Energy and Commerce Committee holds a hearing on clean energy leadership. 

Senate Environment Looks at Corps Stakeholders – The Senate Environment Committee holds a hearing on Wednesday at 10:00 a.m. looking at the Water Resources Development Act of 2024 to get stakeholder feedback on U.S. Army Corps of Engineers project partnership agreements.

Forum Looks at US, German Climate Commitments, Progress – On Wednesday at 10:00 a.m., the American German Institute holds a forum on comparing Germany and US Commitments to Paris Agreement in 2016. This webinar looks at the differences of both countries’ climate policies and how they came to be. Both states struggle to implement climate policies that do not hinder their economy and that are effective in combating climate change.

ELI Discusses Climate Corps – The Environmental Law Institute holds a forum on Wednesday at Noon on the American Climate Corps programs and focusing on using skills-based learning to combat climate change. The American Climate Corps is a workforce training and service initiative with the goal of giving 20,000 young people skills-based training for careers in the clean energy, conservation, and climate resilience sectors.

Wilson to Host ISA Sect-Gen Lodge on Deep Sea Mineral Rules – The Wilson Center will hold a conversation on Wednesday at 1:30 p.m. with Michael Lodge, Secretary General of the ISA to discuss the outlook for seabed mining, environmental protections and regulation and the latest in scientific research. As the race to strengthen critical minerals supply chains heats up, attention has increasingly turned to the abundance of those minerals on the ocean floor. Since 2001 the International Seabed Authority (ISA) has issued exploration contracts to search for polymetallic nodules, polymetallic sulphides and cobalt-rich ferromanganese crusts and in the summer of 2023 announced an agreed deadline of 2025 for the adoption of regulations governing seabed mineral extraction in the international seabed area.

Forum Looks at Workforce Diversity – The Hill and Southern Company host a forum on Wednesday at 5:45 p.m. at The Park at 14th looking at building a diverse, equitable and inclusive energy workforce. As the U.S. prepares for the energy transition, a renewed focus has been placed on workforce diversity in the energy industry. Black and Hispanic/Latino workers are underrepresented in clean energy versus the rest of the economy. Rep James Clyburn keynotes and SoCo CEO Chris Womack speaks.

Forum Focuses on Climate Energy, Security – New York University in Washington, D.C. holds a discussion on Wednesday at 6:30 p.m. looking at climate change, energy and security. Experts will discuss Climate Change, the global meeting this month in UAE and National Security risks and impacts. Former DoD energy official Sharon Burke is among the speakers.

Report Looks at Nuclear Future – The Atlantic Council holds a forum on Wednesday at 7:00 p.m. to launch a new report on the Global Future of Nuclear Energy. This report by Matt Bowen discusses actions that the U.S., Japan, and other civil nuclear allies could pursue so that nuclear energy can play a larger role in overcoming the challenges related to energy demand, energy security, and associated environmental and public health risks.

Senate Energy Look sat Nuclear Commercialization – The Senate Energy and Natural Resources Committee holds a hearing on Thursday at 10:00 a.m. looking at opportunities and challenges associated with advanced nuclear reactor commercialization.

House Science Takes on Critical Mineral Supply Chains – The House Science Committee holds a hearing on Thursday at 10:00 a.m. looking at the role of Federal Research in establishing a robust U.S. Supply Chain of Critical Minerals and Materials. Witnesses include DOE’s Deputy Assistant Secretary for the Office of Resource Sustainability Ryan Peay, Stanford Mineral-X Director Dr. Jef Caers, GreenMet CEO Drew Horn, Dr. Dustin Mulvaney of San Jose State University and K-Technologies CEO Thomas Baroody.

House Resources Subpanel Looks at Outdoor Recreation Legislation – The House Natural Resources Federal Lands Subcommittee holds a hearing on Thursday at 10:00 a.m. focused on the "Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act." Chris French, deputy chief of the Forest Service, NPS’s Michael Reynolds and pro rock climber Sasha DiGiulian all testify.

Forum to Look at Freight Rail – ConservAmerica holds a forum on Thursday at 11:00 a.m. on decarbonizing the freight transportation sector. This webinar will explore the challenge of reducing carbon emissions in the freight transportation industry. It will focus on innovations in vehicles and logistics, the development of new infrastructure and a resilient supply chain, and the financial implications of a transition. The panelists provide an overview of the current regulatory structure as well as policies that could be deployed to overcome barriers and challenges. Panelists include Drue Pearce, former Deputy Administrator of the Pipeline Hazardous Materials Safety Administration (PHMSA) at the USDOT, and Loren Smith, former Deputy Assistance Secretary for Policy at the USDOT.

House Oversight Looks at Critical Minerals – The House Oversight Committee’s Economic Growth, Energy Policy and Regulatory Affairs panel holds a hearing on Thursday at 2:00 p.m. ensuring safety and security in the critical mineral supply chain.

House Science Hosts CEQ Sustainability Chief on Federal Contracting – The House Science Committee’s Investigations/Oversight and Environment Subcommittees hold a joint hearing on CEQ’s Meritless Selection of SBTi. The hearing will feature Andrew Mayock, Federal Chief Sustainability Officer at CCEQ and will focus on concerns with CEQ’s proposed regulatory hurdle for Federal contracting.

Forum Looks at Rooftop Solar – On Friday at 8:30 a.m., the Center for Strategic and International Studies holds a forum on rooftop solar for MSMEs.  The event looks at integrating renewable energy and energy efficiency measures.  Micro, Small and Medium Enterprises consume roughly half of industrial electricity in India but offer an estimated rooftop potential of 15-18 GW. Despite such potential less than 1-GW has been tapped. Integrating renewable energy &d energy efficiency measures could be a solution.

COP 28 Dubai -- COP 28 will take place from November 30th until December 12th in Dubai.

BLM Head Joins WaPo – Next Monday December 4th at 11:00 a.m., Washington Post Live is holding conversations with Bureau of Land Management Director Tracy Stone-Manning and Connected Conservation Foundation executive director Sophie Maxwell about efforts to protect land and water systems amidst growing climate threats.

Forum Looks at Electricity Geopolitics – The CSIS Energy Security and Climate Change Program will host an online event with Amy Myers Jaffe, Director of the Energy, Climate Justice and Sustainability Lab at NYU, Chiara Lo Prete, Associate Professor of Energy Economics at Penn State, and Cy McGeady, Fellow with Energy Security and Climate Change Program at CSIS. The panelists will discuss the emerging geopolitics of electricity trade.

Forum Looks at Community Benefit Plans – Next Monday at 1:00 p.m., the US Energy Assn holds a workshop to enhance your understanding of and quality of Community Benefit Plans (CBP) developed for DOE’s Carbon Management projects. This webinar brings together expertise from federal resources, engagement specialists, and communities to expand understanding of CBP development, implementation, and improvement. The results of this webinar aim to improve the quality of CBPs and advance responsible deployment of carbon management projects. DOE’s Jennifer Wilcox is among the speakers.

Forum Focuses on Grid Reliability – On Tuesday December 5th at 9:00 a.m., the Large Public Power Council (LPPC) holds a discussion on grid reliability. The event will dive into the latest energy policy developments from Washington, DC, and discuss how our nation can achieve a decarbonized future while also ensuring families and businesses continue to benefit from reliable and affordable power. Keynoter is Sen. Kevin Cramer while panelists include former DOE official and now USEA head Mark Menezes and long-time energy policy staffer Nikki Roy.

House Energy to Look at Depend on China, Russia – The House Energy and Commerce Committee holds a hearing on December 5th at 10:00 a.m. on the efforts to build on our clean energy leadership role and help allies reduce dependence on Russia and China for energy production.

Forum Looks at Energy Transformation – OurEnergyPolicy is holding luncheon discussion on Tuesday December 5th at Noon at the National Press Club. The event will look at energy transformation and creating consensus. The event will feature a short video clip from the film series "The Rational Middle" and panelists including Shell’s Gretchen Watkins, NRDC’s Sangina Wright and Sasha Mackler of the Bipartisan Policy Center.

Forum Looks at Winter Reliability – The American Council on Renewable Energy (ACORE) holds a webinar on Tuesday December 5th at 1:00 p.m. winter reliability and keeping the lights on for civilian and military operations. Panelists will discuss how extreme winter weather could impact grid reliability and national security operations, given the disruptive storms regions have endured in recent years. Panelists will also discuss policies regulators should consider ensuring grid reliability going forward.

Forum Looks at Climate Behavior, Payoffs – On Thursday December 7th In its Future of Development series, the Center for Global Development and the Georgetown University Initiative on Innovation, Development and Evaluation (gui2de) bring together development experts, scholars, and policymakers to address the big questions facing developing countries and help shape the agenda in global development over the next decade.  In this edition, Seema Jayachandran and Rohini Somanathan will join host Ranil Dissanayake to discuss environmental externalities and the future of development. They will focus on how governments (and others) can address the environmental costs of widespread and damaging public and private actions—and how new ways of affecting behavior can have climate and development payoffs.

Forum Highlights Women LeadershipPOLITICO will host key leaders in Washington on Tuesday December 12th to discuss how we can shape policy to improve opportunities for women. Two esteemed corporate powerhouses Duke Energy’s Pepper Natonski and Dori Kreiger, Executive Director of the CTIA Wireless Foundation, will discuss their impact as leaders.

USEA Holds Forum on Lithium – The US Energy Assn will hold a briefing on Tuesday December 12th at 11:00 a.m. US and North American lithium. The event will provide speakers to discuss new technologies and production of lithium essential for the many new energy applications (batteries for cars, renewable energy used by electric utilities and industrial applications).

DOE’s Satyapel, FCHEA’s Wolak Headline H2 Forum – On Thursday December 14th at 12:30 p.m., USEA is hosting a briefing with Dr. Sunita Satyapel, Director of DOE’s Hydrogen Fuel Cell Technologies Office brief USEA on their program looking at hydrogen hubs and the expansion of Hydrogen. Dr. Sunyapel will be joined by Frank Wolak of Fuel Cell and Hydrogen Energy Association (FCHEA), an industry association for hydrogen energy and fuel cell technologies. This is the first of a series of 2024 USEA remote one-hour briefings on hydrogen with government and private sector experts.

ACORE Annual Meeting Set – The American Council on Renewable Energy (ACORE) is hosting its Annual Member Meeting on Wednesday, December 14 from 1:00 p.m. to 2:00 p.m. ET. Members will receive an update on ACORE's activities in 2023 and explore our key focus areas in 2024.

State of American Energy Event Set – The American Petroleum Institute holds its annual State of American Energy Forum on Wednesday January 10, 2024 at Capital Turnaround.  API’s Mike Sommers will discuss the state of the industry and the event will also feature panels with experts and Congressional Leaders.

USEA Holds State of Energy – USEA holds its 20th Annual State of the Energy Industry Forum from Noon to 4:00 p.m. on January 23, 2024 at the National Press Club.  The forum brings together CEOs from Washington’s leading energy trade associations where they outline their policy objectives and priorities for the upcoming year.
