This week, Senators continued to hold closed door meetings on the Build Back Better Act and the Senate Parliamentarian continued her scrub of the text to determine which sections violate the "Byrd rule" that requires all provisions in the reconciliation bill to directly affect outlays or revenue. While Senate Majority Leader Chuck Schumer (D-NY) insists that the Senate will pass the bill before the New Year, there is almost no chance of that expedited timeline coming to fruition owing to continued disagreements with Senator Joe Manchin (D-WV) and assorted procedural delays.
