Joe Manchin's (D-WV) repeated insistence that a bill reduce the deficit and embrace an “all-of-the-above” energy portfolio. As the midterm election season rapidly approaches, Democratic leadership will need to act fast in the coming weeks to push across a critical component of President Biden's agenda.
